My best guesses for the CH are that "C" is the wheel arrancement: C being 3 axles, and "H" for Head End Power. It is the first GE that Amtrak ever purchased, and the only 6-axle locomotive they ever purchased new. They were a failure - mainly because they ran them in many areas that were not able to handle 6-axle locomotives.
